Bill Clinton was President for the budgets of fiscal years 1994-2001. CBO historical tables track the change in GDP from major categories of revenue and expense. The waterfall chart covers how they changed. For example:

• Income tax revenue rose from 7.5% GDP in 1994 to 9.4% GDP in 2001, a 1.9% GDP change that reduced the deficit / contributed towards surplus.
• Defense spending fell from 3.9% GDP in 1994 to 2.9% GDP in 2001, a 1.0% GDP change that reduced the deficit / contributed towards surplus.^[1]
